When applying for a library card, each person must agree to the following:

  • I accept responsibility for the items on my card.
  • The information I provided is accurate and I will update my information when it changes.
  • If my card is missing or stolen, I will report it immediately. 
  • The library will make a good faith effort to contact me as needed.

What is the Rochester Municipal ID program? 

The city of Rochester officially adopted the city identification cards ordinance on August 23, 2022, and launched the municipal ID program in partnership with the Rochester Public Library in February 2024. This program provides a resident with an enhanced library card and a means to demonstrate residency within the city in order to access city programs, services, and activities while also providing an alternative identification card. 

How do I get one? 

The Library Municipal ID Card is now available! You may pick up and fill out a paper application from the Circulation desk at the library.

How and where can I use one? 

The Library Municipal ID Card is an enhanced library card for the Rochester Public Library and acts as a form of photo identification showing your city of Rochester residency. A list of locations that the Library Municipal ID Card is accepted is continually being updated:

  • Rochester Transit/Parking: ID can be used for reduced fare requests, ZIP applications, and monthly parking applications.
  • Mexican Consulate

What do I need to get one?

To be able to obtain a Library Municipal ID Card, you’ll need to supply items from each category on the following list that show proof of identity and proof of residency. 

A minor may demonstrate residency through the residency of the applicant’s parent or legal guardian if: (1) the applicant cannot produce any of the items set forth above; and (2) the parent or legal guardian satisfies the requirements for a city identification card. An application completed on behalf of a minor must be completed and signed by the minor’s parent or legal guardian.
