Teen Library Council (TLC)

Rochester Public Library is seeking seven high school students to serve a 12-month term, September 2026 – August 2027, on RPL’s Teen Library Council. Applications will be open: July 6 – August 9, 2026 

Purpose: 

Teen Library Council members are advocates for the value of public libraries, intellectual freedom, literacy, and democratic ideals. A position on the Teen Library Council offers an opportunity for dedicated and enthusiastic individuals to contribute teen perspectives to the Rochester Public Library Board of Trustees & Library staff, while developing skills in community co-design, local government leadership, and advocacy.

Rochester Public Library: 101 Second Street SE, Rochester, MN 55904 

Key Responsibilities: 

  • Attend and participate in monthly Teen Library Council meetings in-person 

  • Attend and participate in Rochester Public Library Board of Trustees meetings as a non-voting member in-person as assigned 

  • Gather and share teen perspectives through informal discussions with peers 

  • Collaborate on library advocacy initiatives 

Term and Time Commitment:

  • 12-month term
    • Possibility of renewal for an additional year based on successful performance and mutual agreement 

    • One Teen Library Council meeting per month (Second Wednesday of the month, 4:30-5:30 p.m.) 

    • Two TLC members will rotate attendance at monthly Rochester Public Library Board of Trustees meetings (Third Wednesday of the month, 4:30-5:30 p.m.)  

    • Teen Library Council members are responsible for scheduling monthly informal peer discussions

  • Earn a stipend of $25 per meeting, as well as $25 per month for peer connection work 

Qualifications: 

  • High school students entering grades 9 to 12 

  • Resident of Rochester Public Library service area in Olmsted County, Minnesota 

  • Availability to attend Teen Library Council meetings monthly and Rochester Public Library Board of Trustees meetings as assigned 

  • Willingness to hold informal monthly discussions with peers to gather perspectives to bring back to the Teen Library Council
